In a significant move to foster integrity and operational excellence across key public sectors, three leading South Korean public institutions—the Korea Tourism Organization (KTO), the Korea National Park Service (KNPS), and the Korea Occupational Safety and Health Agency (KOSHA)—formally signed a comprehensive business agreement. The signing ceremony took place on September 10 at the headquarters of the Korea National Park Service located in Wonju, Gangwon State.

The landmark partnership was attended by senior audit officials from all three organizations, including Kim Byung-chan, Standing Auditor of the Korea Tourism Organization; Cho Chang-bae, Standing Auditor of the Korea National Park Service; and Jung Hye-sun, Standing Auditor of the Korea Occupational Safety and Health Agency. Together, the internal audit committees of these entities have committed to establishing a collaborative framework designed to span across general audit operations, share cutting-edge auditing techniques, and significantly reinforce internal control mechanisms. 

Background and Core Objectives of the Partnership

As public expectations for transparency, ethical governance, and accountability continue to rise, public institutions face mounting pressure to innovate their internal management structures. This tripartite agreement aims to pool the unique strengths, nationwide organizational networks, and specialized proficiencies of each organization. These include conducting cross-audits between the organizations, facilitating the mutual dispatch of specialized audit personnel to leverage outside expertise, exchanging advanced safety-audit methodologies, and organizing joint educational programs for audit professionals. Through these concerted efforts, the agencies hope to create a robust, self-correcting internal ecosystem capable of preemptively identifying operational risks and mitigating potential inefficiencies.

A standout feature of this strategic alliance is the integration of core competencies tailored to each organization's specific domain. The Korea Tourism Organization brings extensive experience and oversight capabilities in domestic and international tourism support. The Korea National Park Service contributes specialized know-how in environmental preservation and visitor safety within national parks. Meanwhile, the Korea Occupational Safety and Health Agency provides top-tier expertise in industrial safety and public health. 

By fusing these distinct audit know-hows, the institutions aim to tackle complex safety and environmental challenges more holistically. A primary objective of this collaboration is achieving a "Zero Serious Accidents" milestone across their respective operational fields. In addition, the partnership incorporates modern administrative trends, such as sharing artificial intelligence (AI)-driven audit techniques and strengthening Environmental, Social, and Governance (ESG) management practices.

Speaking at the event, Kim Byung-chan, Standing Auditor of the Korea Tourism Organization, emphasized the practical implications of the agreement for the general public and foreign visitors alike. He noted that by combining nationwide organizational networks and specialized expertise, the three agencies will be well-positioned to deliver safe, high-quality services that citizens and international tourists can genuinely experience and appreciate. He further affirmed that the participating organizations will remain in close communication to build a reliable and secure tourism and environmental landscape that everyone can trust. 

Experts and industry observers view this collaborative pact as a timely and forward-thinking initiative, particularly as public institutions navigate regional relocations and face heightened demands for transparent public administration.
