Anyang's Mayor Choi Dae-ho Leads City Towards Smart Future with Focus on Citizen Well-being

ANYANG, SOUTH KOREA – Riding a wave of strong citizen support marked by his third consecutive term, Anyang Mayor Choi Dae-ho is resolutely focused on realizing the happiness and prosperity of the city's residents. Anyang's impressive transformation into a smart city, the successful implementation of autonomous public transportation, and the triumphant promotion of its football club, FC Anyang, to the top-tier K League 1, stand as testaments to his unwavering dedication to engaging with the community and propelling the city towards a dynamic future.

For Mayor Choi, Anyang transcends the mere definition of a city; it is a nurturing ground that has fostered his growth, fueled by the continuous encouragement and trust of its people. He humbly acknowledges that Anyang's present stature is a direct result of this unwavering support. His tenure is driven by a profound sense of responsibility to reciprocate this faith with tangible progress that ensures a bright future for every citizen.

Innovation as a Catalyst: Anyang Tops National Innovation Rankings for Second Consecutive Year

Anyang City has achieved a significant milestone by securing the top position in the Ministry of the Interior and Safety's Local Government Innovation Evaluation for the second year running. This prestigious recognition underscores the collective dedication of the city's public servants, who prioritize the well-being of their constituents above all else. Mayor Choi Dae-ho has characterized his current term as one defined by ‘innovation,’ and despite facing considerable headwinds such as land scarcity, economic stagnation, challenges for the youth, and a low birth rate, his administration has proactively sought new avenues for growth through a ‘fresh perspective.’

A prime example of this innovative approach is the recent approval for a regulatory sandbox exemption concerning ‘manhole impact prevention devices.’ This breakthrough has opened doors for local businesses previously hampered by restrictive regulations. For companies with cutting-edge technologies struggling to enter the market due to a lack of established certification standards, Anyang City provided crucial support within the regulatory sandbox framework, offering vital opportunities for real-world testing. This proactive measure is lauded as a model of effective governance, paving the way for innovative solutions to enhance public safety and convenience.

Mayor Choi has pledged to maintain this momentum of innovative governance throughout his remaining term, fostering a city that offers hope and opportunity for both its residents and businesses.

Investing in the Next Generation: A Bold 48.1 Billion Won Commitment to Youth Policies

Anyang City is making significant investments in its youth, recognizing them as pivotal to overcoming population decline and low birth rates. The city's comprehensive youth policies aim to create a positive feedback loop where attracting and retaining young people leads to increased marriage rates, births, job creation, and a vibrant local economy.

The recent positive trend in Anyang's population figures underscores the effectiveness of these youth-centric initiatives. After a period of decline, the city's population has rebounded to 550,000 and is nearing 560,000, with a notable increase in the youth demographic.

Under the overarching vision of ‘Anyang, Cultivating the Future and Growth of Youth,’ the city is allocating a substantial 48.1 billion won this year to 69 projects across five key areas: housing, employment, entrepreneurship, culture and welfare, and communication and participation. A cornerstone of this investment is a long-term plan to provide 3,180 units of affordable youth housing by 2033, with 98 units slated for completion in the latter half of this year. Furthermore, new initiatives such as a support program for isolated youth, a youth-led participatory budgeting system, and tailored career counseling for young women are being introduced to actively support the independence and growth of Anyang's young population. 

Navigating Challenges: Land Scarcity and Metropolitan Area Regulations

Anyang City acknowledges the significant hurdle of limited available land as a key factor shaping its approach to innovative governance. Attracting businesses and creating high-quality jobs, essential for a self-sustaining urban economy, is challenging given that over half of the city's area is mountainous terrain with restricted development potential. To address this constraint, the city is pursuing an ambitious plan to relocate its city hall, aiming to attract leading global and promising companies in future-oriented industries.

Moreover, the designation of Anyang as part of the Seoul Metropolitan Area's ‘Overcrowded Control Zone’ presents a substantial impediment to growth. Regulations associated with this designation, such as restrictions on the expansion of large factories, limitations on designating industrial zones, and higher tax burdens, are prompting growing businesses to relocate to other areas within the metropolitan region, contributing to population decline and reduced fiscal autonomy. In response, Mayor Choi Dae-ho is actively collaborating with other local governments within the Overcrowded Control Zone to advocate for the revision of these restrictive and often illogical regulations.

Ambitious Vision for the Future: Pyeongchon New Town Revitalization, Attracting High-Growth Industries, and Expanding Regional Transportation Links

Anyang City is actively pursuing a range of pivotal projects aimed at revitalizing the urban landscape and securing future growth engines. A fundamental master plan for the redevelopment of Pyeongchon New Town is slated for completion in the first half of the year, paving the way for the comprehensive renovation of the aging district, with a pilot zone encompassing 5,460 housing units taking the lead.

Large-scale initiatives to foster balanced development between the Manan and Dongan districts, including attracting future high-growth industries, relocating the city hall, and relocating and modernizing the Anyang Prison, are also under careful consideration and will be implemented in a phased manner.

Furthermore, the city anticipates a significant improvement in urban accessibility and a contribution to the formation of a broader regional economic hub through the timely completion of four major railway network expansion projects: the Shinansan Line, Wolgot-Pangyo Line, Indeogwon-Dongtan Line, and GTX-C Line. 

Moving Forward in Partnership with Citizens

Reflecting on the remarkable achievement of FC Anyang's promotion to the K League 1, Mayor Choi Dae-ho lauded the players' unwavering determination and spirit of challenge. He pledged to carry this same resolute spirit into his administration's policies and projects, working tirelessly to build a bright future for Anyang amidst a complex global landscape and to deliver tangible results that positively impact the lives of every citizen. His steadfast commitment and genuine dedication to the people of Anyang are poised to be a powerful driving force towards a prosperous future for the city.
