Gyeongsangbuk-do is rapidly establishing itself as the epicenter of South Korea’s future food economy. In a historic move to transform the culinary and agricultural sectors into a high-value growth engine, the provincial government launched the Food Hallyu Industry Bureau, becoming the first local government in South Korea to institute a government bureau dedicated exclusively to the food industry.
Operating under the powerful slogan, "Food: Moving Beyond Hallyu into an Industrial Reality," the newly formed bureau aims to transition Korean food culture from a global cultural phenomenon into a robust, systematically supported industrial powerhouse. As part of this vision, Gyeongsangbuk-do recently hosted the Gyeongbuk Food-Tech Policy and Technology Exchange Meeting at the provincial government conference room. Attended by over 40 key stakeholders—including provincial and municipal officials, related institutional heads, and academic experts—the event served as a critical platform to align regional agricultural resources with cutting-edge technological capabilities.
Building a Robust Infrastructure: The 3-Year R&D Winning Streak
Gyeongbuk’s aggressive push into food-tech is anchored by its remarkable achievements in national infrastructure competitions. The province holds the distinction of being the only local government in South Korea to be selected for the Ministry’s Food-Tech Research and Support Center establishment project for three consecutive years, securing 3 out of the nation’s 7 specialized centers.
The province’s strategic roadmap has systematically expanded into specialized sectors across different municipalities:
Pohang (2024): Focused on food robotics and automation technologies to revolutionize manufacturing efficiency.
Uiseong (2025): Spearheading the cellular-agriculture and cell-cultured food sectors, backed by designation as a Regulation-Free Special Zone for Cell-Cultured Foods.
Gumi (2026): Expanding into smart food manufacturing, reinforced by hosting Asia’s first NSF (National Sanitation Foundation) International Food Equipment Testing and Certification Institution.
Through these milestones, Gyeongsangbuk-do has successfully engineered a comprehensive, end-to-end industrialization ecosystem that bridges research and development, regulatory verification, and global standard certifications.
Synergy with National Policies and Private Investments
This localized momentum closely mirrors macroeconomic shifts at the national and corporate levels. The South Korean central government recently announced its 1st Basic Plan for Food-Tech Industry Promotion and officially launched the K-Food Smart Manufacturing Alliance.
Private sector investments are validating Gyeongbuk's strategic vision. Notably, in July, Ottogi Ramyun signed a massive 200 billion KRW investment agreement with Gyeongsangbuk-do and Gumi City to establish a state-of-the-art export-oriented instant noodle production facility in Gumi. This project highlights how regional proactive policies directly translate into large-scale corporate investments, localized job creation, and export expansion.
Key Agenda and Future Outlook: Moving Beyond R&D to Real Economic Outcomes
During the policy and technology exchange meeting, participants engaged in rigorous discussions regarding:
Creation of Regional Innovation Clusters: Formulating collaborative frameworks between universities, research institutes, and local governments to optimize city-specific agricultural resources.
Commercialization of Functional Health Foods: Establishing validation and commercialization frameworks for functional health foods, which represent a high-growth sector in the global wellness market.
Regulatory Reform: Identifying and dismantling institutional bottlenecks at food industry sites to foster a more agile business environment.
The Master Plan for Gyeongbuk Food-Tech: Reviewing the progress of the mid-to-long-term development strategy currently being formulated by the province.
Koo Kwang-mo, Director of the Food Hallyu Industry Bureau at Gyeongsangbuk-do, emphasized the significance of this turning point: "As we mark the launch of the nation’s first dedicated food industry bureau, it is time to elevate Gyeongbuk's food-tech industry to the next level. We will ensure that our efforts do not stop at technological development and infrastructure building, but translate directly into tangible industrial outcomes encompassing corporate investment, mass production, and global exports."
