U.S. President Donald Trump announced on the 11th (local time) that Russia and Ukraine have agreed not to attack each other's oil refineries. Ukrainian President Volodymyr Zelensky reacted by saying, "This is the first time I've heard of it."
In a Truth Social post that day, President Trump stated, "A Russia-Ukraine energy truce has gone into effect immediately. Both sides have agreed. Neither side must violate it."
Citing an anonymous White House official, U.S. media outlet Axios reported that the energy truce mentioned by President Trump refers to an agreement to halt attacks on oil refineries. The official added, "If attacks on oil refineries stop, an agreement to halt attacks on power plants and the electrical grid could follow."
Axios noted, "President Trump's post initially sounded like a major announcement," while relaying President Zelensky's reaction that it was "news to him." President Zelensky said, "If President Trump negotiated with Russian President Vladimir Putin and decided on a truce, please let us know when the truce begins. We will accept it." Axios reported that several hours after President Trump wrote the post, there were reports from the Ukrainian side that Russia had bombed a Ukrainian power plant.
Axios explained that President Trump appears to have concluded that oil prices are unstable due to Ukraine's attacks on Russian oil refineries. White House officials who spoke with Axios stated, "Ukraine's attacks on Russian oil refineries are having a significant negative impact on the relationship between President Trump and President Zelensky. President Zelensky takes U.S. assistance too much for granted. That's why President Trump is angry."
A Ukrainian official argued that even if the energy truce mentioned by President Trump is true, it cannot be a fair agreement. This is because Ukraine has only a single oil refinery, which has already been effectively neutralized by multiple Russian airstrikes, whereas Russia still operates a substantial scale of oil refinery complexes normally.
Meanwhile, in an interview with the U.S. broadcasting network ABC that day, President Zelensky stated that if Russia agrees to a 60-day truce, he would hold a presidential election. Ukraine has postponed its presidential election due to wartime conditions following the Russian invasion in 2022.
That day, meeting with White House reporters, President Trump claimed there had been multiple opportunities to end the war, but President Zelensky failed to seize them, stating, "It's time for Ukraine to have a new president." Previously, President Zelensky had criticized President Trump's decision to temporarily ease export sanctions on Russian transit.
