WASHINGTON — In an intensifying technological tug-of-war, the United States is moving to force its allies to make a definitive choice between Washington and Beijing in the global race for artificial intelligence (AI) supremacy. According to reports, the U.S. State Department is preparing to issue formal warnings to 35 nations—including South Korea, Japan, and Australia—demanding they choose between the American-led "Pax Silica" framework and China’s competing AI initiatives. 

The "Pax Silica" Mandate 

Launched by the State Department in December 2025, Pax Silica is a strategic coalition aimed at securing the critical supply chains essential for AI development, including semiconductors, advanced computing infrastructure, and, crucially, rare earth minerals. The initiative seeks to build a "positive-sum" partnership among trusted allies to counter China's dominance in the technology stack. 

However, a draft of a new State Department letter reveals a hardening stance against countries attempting to "hedge" their positions. The document, intended for the 35 signatories of the June "AI Opportunity Statement," warns that dual membership in conflicting initiatives will no longer be tolerated. 

"To be part of everything is to be part of nothing," the draft states, emphasizing that signing the Pax Silica declaration is "not merely a membership subscription, but a commitment." A senior U.S. official, speaking on condition of anonymity, was more blunt: "You can’t have it both ways. It is difficult to see how a country can credibly position itself as a trusted partner in one technology ecosystem while simultaneously signing up for an initiative designed by China to advance a competing vision." 

The China Challenge 

The U.S. push comes on the heels of China’s own recent efforts to expand its influence. In July 2026, Chinese President Xi Jinping launched the World Artificial Intelligence Cooperation Organization (WAICO), pitching China’s "open-weight" AI models as a viable alternative to Western-dominated systems. 

The friction reached a boiling point with the case of Kazakhstan. A key source of the critical minerals required for high-end AI chips, Kazakhstan joined the Pax Silica coalition in June but subsequently signed on to China’s WAICO. This move triggered alarm bells in Washington, as U.S. officials fear that such "straddling" could jeopardize supply chain security and allow China to gain unauthorized access to shared technological frameworks. 

The Stakes: Supply Chains and Supremacy

The geopolitical rivalry has evolved far beyond software, encompassing the entire hardware ecosystem. With Chinese open-weight models rapidly narrowing the gap with U.S. leaders like OpenAI and Anthropic, the U.S. views the loyalty of its partners as a matter of national security. 

By forcing a choice, the U.S. aims to prevent China from gaining access to the resources and collaborative ecosystems that Pax Silica has spent the past year cultivating. While the State Department declined to comment on the "leaked" internal document, the message to allies is clear: in the high-stakes battle for AI dominance, the era of neutral collaboration is coming to a close.
