Interest Rates Emerge as Key Swing Factor for Metropolitan Housing Market in H2 2026

SEOUL — As housing prices remain elevated across the Seoul Metropolitan Area (SMA), borrowing costs have taken center stage as the single most critical variable dictating real estate dynamics for the second half of 2026. With central bank leaders maintaining hawkish policy stances, market watchers are closely tracking the threshold at which mortgage rates could stall homebuyer demand.

According to big data analysis of the property market, evaluating the impact of interest rates requires examining two concurrent metrics: the distribution of actual lending rates among households and the corresponding trend in property transaction volumes. While average household lending rates at deposit-taking banks remained relatively flat—moving from 4.50% in January to 4.46% in May—a look at rate distributions reveals a distinct shift.

The proportion of households securing mortgage loans in the 4.0% to 4.5% range climbed steadily from 27% in January to 37% in May. Over the same period, apartment transaction volumes across Seoul, Incheon, and Gyeonggi Province rose from 22,000 to 28,000 cases, indicating that buyers in the capital region have largely adapted to rates in the low 4% range.

However, analysts warn that the critical tipping point lies in the upper tier. Historically, when the share of loans priced in the 4.5% to 5.0% bracket reaches 20%, home-buying sentiment begins to cool. When that share approaches 30%, market transactions freeze sharply, as observed during previous slowdowns in late 2023 and 2024. With the 4% late-tier loan share sitting at approximately 14% as of May, any upward shift in lending rates during the second half of the year could significantly curb momentum.

Surging Jeonse Prices Push Tenants Toward Purchases

A second crucial watchpoint for the second-half market is the ongoing shift in the rental market. Ministry of Land, Infrastructure and Transport data shows that monthly lease agreements (Wolse) accounted for 52% of all apartment rental transactions in the SMA between January and May, officially overtaking traditional lump-sum deposit leases (Jeonse).

As Jeonse availability shrinks and rents rise, prospective first-time buyers are increasingly pressured to purchase homes. In the first half of 2026, average Jeonse prices across the metropolitan region grew by 3.4%. However, several sub-regions recorded steep price surges well above the average, led by Hanam in Gyeonggi Province (9.5%), Dobong-gu in Seoul (7.2%), Gwangmyeong in Gyeonggi (6.2%), Nowon-gu in Seoul (6.1%), and Anyang in Gyeonggi (5.9%).

These areas represent the price floor accessible to home-seeking buyers in their 30s and 40s. Market experts note that if northern peripheral cities like Uijeongbu join this Jeonse surge during the second half of the year, it will serve as a clear signal of extreme demand concentration radiating outward from Seoul.

Infrastructure Realignment: The 5th National Railway Network Plan

Infrastructure planning will serve as another major catalyst in the coming months. Following public hearings scheduled for the second half of the year, the government is expected to finalize and officially announce the 5th National Railway Network Construction Plan.

With local governments submitting over 300 proposed projects valued at 600 trillion won against a budget allocation of 40 trillion won, competition among municipalities is fierce. While regional transit projects outside the capital are expected to take priority under regional development initiatives, specific metropolitan extensions—such as the SRT extension to Uijeongbu, KTX to Paju, Gyeonggang Line extensions, the South Gyeonggi Semiconductor Line, and GTX-D—are set to trigger sharp capital concentration in winning locations.

Regional Outlook: Seoul, Gyeonggi, and Incheon

Seoul’s Northern Urban Renewal: Following the June 3 local elections, urban planning efforts in Seoul are shifting heavily toward long-term redevelopment initiatives in northern districts. Landmark high-rise projects—including the 79-story commercial development at the former Sampyo Cement site in Seongsu-dong, the East Seoul Terminal redevelopment in Gui-dong, and the Gwangwoon University Station logistics site transformation in Wolgye-dong—are set to create integrated live-work-play hubs. Coupled with major underground highway projects along the Dongbu, Naebu, and Bukbu Expressways, northern Seoul is positioning itself as a major counterweight to the southern Gangnam district.
Gyeonggi Regulatory Shifts & Ripple Effects: Following recent regulatory designations in Guri, Yongin Giheung, and Hanam/Dongtan, real estate capital is expected to flow toward adjacent non-regulated zones. Analysts anticipate spillovers into Dasan New City in Namyangju, Cheoin-gu in Yongin, and Gwangju City in southeastern Gyeonggi, as buyers seek unconstrained investment options.
Incheon Administrative Restructuring: Incheon’s transition to a new administrative framework dividing key new towns—such as Geomdan, Cheongna, and Yeongjong—into distinct administrative districts will provide clearer statistical data. This realignment is expected to make performance evaluations of both new town valuations and inner-city urban regeneration efforts far more transparent for investors going into the end of the year.
