Luzon, Philippines – The joint exercise 'Cope Thunder - Philippines 25-1', hosted by Pacific Air Forces (PACAF), commenced major flying operations over Luzon, Philippines on April 7 and is scheduled to continue until April 18.

This exercise aims to enhance the allied readiness and interoperability of combined forces through bilateral fighter training with the Philippine Air Force.

This historic iteration marks the first-time participation of the U.S. Marine Corps alongside the U.S. Air Force and the Philippine Air Force, with approximately 1,700 personnel from both nations operating and supporting over 20 aircraft.

The 'Cope Thunder' exercise was initially established in the Philippines in 1976 before relocating to Eielson Air Force Base in Alaska in 1992, where it was subsequently renamed 'Red Flag-Alaska'. Reinstated in the Philippines in 2023, this exercise provides a unique platform for enhancing the integration and interoperability of forces between the Philippine and U.S. Air Forces.

Notably, the U.S. Marine Corps' Marine Fighter Attack Squadron 323 (VMFA-323) is deploying F/A-18 Hornet fighter jets for this exercise, which is expected to add new capabilities to critical security operations training. The F/A-18 Hornet, known for its versatility, high reliability, and significant payload capacity, is anticipated to further strengthen the combined operational capabilities of both air forces.

In parallel with the exercise, the Philippine Air Force is hosting its first-ever International Observer Program (IOP). Representatives from the Royal Malaysian Air Force, Royal Thai Air Force, Royal Australian Air Force, Japan Air Self-Defense Force, and the Indonesian Air Force are attending this program, demonstrating a commitment to strengthening multinational interoperability. The International Observer Program has long been associated with PACAF-led international exercises and plays a crucial role in enhancing tactical understanding among participating nations without direct involvement in the training.

The mutual commitments based on the Mutual Defense Treaty between the United States and the Philippines form the cornerstone of the defense and security relationship between the two countries. The enhanced alliance through this 'Cope Thunder' exercise will serve as a vital foundation for regional and international security by strengthening preparedness, enhancing deterrence, and fostering a free and open Indo-Pacific region.
