ASUNCIÓN, Paraguay - Global experts in the field of telecommunications have converged in Asunción this week as the International Telecommunication Union (ITU), the United Nations' specialized agency for ICTs, kicked off its Regional Telecommunication Development Forum on Monday. The three-day event has drawn an impressive delegation of 225 representatives from nations across the globe.

Hosted at the prestigious Paseo La Galería Convention Center, the forum serves as a crucial precursor to the upcoming regular meeting of the Inter-American Telecommunications Commission (CITEL)'s "Permanent Consultative Committee on Telecommunications/ICT" and a special session of its "Permanent Executive Committee" (Comcitel). CITEL operates under the umbrella of the Organization of American States (OAS).

Highlighting the significance of this international gathering, Juan Carlos Duarte, the head of Paraguay's National Telecommunications Commission (Conatel), declared, "This week, Asunción has become the epicenter of the telecommunications world." He emphasized the timely nature of the forum, noting its potential to positively shape Paraguay's development as the nation formulates key public policies and prepares to embrace cutting-edge technologies.

Cosmas Zavazava, Director of the ITU Telecommunication Development Bureau, addressed the assembled delegates, acknowledging the diverse challenges present within the technology landscape, particularly concerning the integration and application of Artificial Intelligence (AI). Despite these challenges, Director Zavazava underscored AI's potential to significantly boost productivity across various sectors.

Providing context on the ITU's role, Director Zavazava explained its standing as the UN's preeminent body for telecommunications, tracing its establishment back to 1985. He further noted the diverse expertise present at the forum, with participants hailing from technology, business, academia, and the financial sector.

The overarching objective of the forum, according to Director Zavazava, is to foster comprehensive development within the region. He stressed that enhanced integration, achieved through collaborative dialogues among key stakeholders, is paramount to realizing this goal.

"This workshop serves as a vital platform to connect our cooperation partners and engage in discussions regarding regional priorities," Director Zavazava stated. "Through this meeting, our aim is to amplify collaboration in the delivery of digital services. The coming days will also feature regional preparatory meetings for the World Telecommunication Development Conference, a significant event held every four years."

In a noteworthy assessment of Paraguay's telecommunications landscape, Director Zavazava commended the nation for exceeding global averages in key metrics such as connected population, infrastructure development, and cybersecurity preparedness. He specifically lauded Paraguay's "very excellent achievements" in expanding communication and internet access to indigenous communities, recognizing the rapid advancements occurring across the region, with some countries demonstrating particularly swift progress. While acknowledging these successes, he also pointed out that several technology-related challenges remain to be addressed.

The ITU, with its 193 member states and over 900 private sector and academic affiliates, plays a pivotal role in fostering global cooperation in ICTs, driving the advancement of worldwide communication networks and services. Its activities span a wide range, including radio spectrum allocation, technical standard development, and providing crucial support to developing nations.

CITEL, the OAS body dedicated to promoting telecommunications development and cooperation within the Americas, further underscores the regional importance of this week's forum.
