As the pet-owning population surges, the demand for "pet taxi" services—designed for the safe transportation of companion animals—is skyrocketing. However, unlike the explosive growth in service utilization, the institutional regulations and legal frameworks supporting it remain at a standstill.
Major foreign countries are successfully stabilizing their markets through systematic setups and tailored regulations. In countries like Singapore, Hong Kong, and Malaysia, specialized pet taxi services such as "RydePet" and "GrabPet" are widely operated. These platforms ensure safety by mandating animal handling training for drivers and imposing restrictions based on the size and species of pets (e.g., limiting transport to a maximum of two medium-sized or one large animal). Meanwhile, the United States integrates pet transport within standard ridesharing platforms, with individual states recommending the use of carriers or seatbelt harnesses. Nevertheless, the absence of dedicated federal or state laws specifically for pet taxis continues to spark debates over regulatory necessity.
The domestic situation in South Korea is even more critical. Currently, domestic pet taxis operate within the ambiguous boundaries of general traffic and animal protection laws, lacking clear, dedicated regulations. Because unified safety standards do not exist, pet owners frequently express anxiety regarding safety risks and service reliability. While some companies have introduced voluntary safety guidelines, the severe shortage of providers makes it impossible to meet surging consumer demand.
Experts and animal welfare organizations emphasize that prompt legislation is essential to guarantee user safety and foster the healthy growth of the pet taxi industry. Establishing systematic legal regulations and certification systems is widely regarded as the key to building a secure mobility ecosystem for both pets and their guardians.
