The Financial Supervisory Service (FSC) has established a system to analyze approximately 380,000 pieces of information related to illegal private financing using artificial intelligence (AI) to track the hidden criminal organization links behind individual cases.
As a result of the analysis, circumstances showed that previously treated separate cases were connected to a single criminal organization, and cases where officially registered moneylenders participated in illegal operations were also detected.
The FSC announced on the 25th that it has established this "Illegal Private Financing AI Analysis System."
Because illegal private financing organizations operate in decentralized cellular structures, the conventional approach of handling damage reports on an individual case-by-case basis had limitations in grasping the organization as a whole.
As victims filed reports through different times and channels, crimes committed by the same organization were often handled as separate, individual cases.
Accordingly, the FSC built a system that analyzes approximately 380,000 pieces of accumulated information—including damage reports, tips, civil complaints, and illegal financial advertisements—using AI to find connections between seemingly unrelated cases.
This method regroups multiple cases into organizational units to understand the crime structure and its masterminds.
When the analysis system was actually put into operation, multiple cases were confirmed where a single organization continued committing crimes against various victims, such as the so-called "Director Lee" organization for which a consumer warning was issued last March.
The outline of the organization was revealed as cases scattered across individual reports were tied together into one.
In particular, when re-tracking the "Director Lee" organization, the confirmed damage cases exceeded twice the scale identified back in March.
The FSC has additionally grasped the channels through which victims were lured and plans to provide the secured clues to the police to support the arrest of key organization members.
Circumstances of registered moneylenders being involved in illegal private financing were also newly detected.
Cases were identified where some registered moneylenders repeatedly appeared in various damage reports and illegal advertisements, suspected of exploiting their credibility as institutional entities to engage in illegal private loan operations behind the scenes.
The FSC plans to select dozens of registered companies with high potential for violations of the Loan Business Act, conduct victim interviews and on-site mobile inspections, and initiate joint crackdowns with relevant authorities.
Circumstances where "division-of-labor" organizations—each separately handling advertising, lending, collection, and operations—interwove and operated together were also confirmed, leading to additional inspections.
Going forward, the FSC plans to introduce its own large language model (LLM) to upgrade the analysis system and increase the accuracy of organizational identification.
Even if the Livelihood Special Judicial Police currently being discussed in the National Assembly is introduced, the plan is to apply this analysis system to the field to target the entire organization beyond just low-level members.
The FSC urged, "A single small tip can become a decisive clue to uncovering the entire organization," asking victims who have suffered damage to preserve evidentiary materials such as conversation records, remittance details, phone numbers, and advertisement screens when filing a report.
