Chungcheongnam-do Aims to Maintain Top Trade Surplus Amidst "Tariff Storm"

Plans Include KRW 100 Billion Emergency Funding, Expanded Trade Insurance Support, and Overseas Market Development
Amidst the turbulent global economic climate triggered by the United States' "tariff storm," the Minseong 8th administration of the powerful Chungcheongnam-do province is activating a comprehensive response system to minimize the economic impact on the region and revitalize its export-oriented businesses.
Governor Kim Tae-heum held a press conference at the provincial government complex on April 14th to announce Chungcheongnam-do's countermeasures regarding the U.S. tariff imposition, unveiling an emergency support package for local export companies.
Governor Kim stated, "Chungcheongnam-do, where manufacturing accounts for over half (53.1%) of the economy and the export proportion of key industries is high, is particularly concerned about potential damage. While national-level negotiations and measures will be pursued, given the significant uncertainties, we will not solely rely on the central government. We will formulate and implement emergency measures at the provincial level to minimize the harm to our local businesses."
To this end, Governor Kim announced the formation of an "Emergency Response Task Force" headed by the Vice Governor for Political Affairs. The task force will be responsible for gathering feedback from companies, providing legal consultation on trade matters, supporting exports, and facilitating financial assistance. The task force held its inaugural meeting on April 11th to formulate the emergency support measures.
The emergency support package outlined by the task force includes: △Financial support for export companies △Expansion of trade insurance support △Operation of a trade legal consultation center △Support for overseas market development and export promotion.
Governor Kim emphasized that the most immediate measure is "to provide KRW 100 billion in financial support to export companies."
He elaborated that this includes an additional KRW 50 billion in preferential interest rate loans through NH NongHyup Bank and Hana Bank, utilizing KRW 20 billion from the management stabilization fund as emergency funds for export-affected companies, and urgently injecting KRW 30 billion in credit guarantee loans for export businesses.
To mitigate uncertainties, the province plans to significantly expand trade insurance support.
Governor Kim stated, "We will expand the support target from the current 350 companies to 1,350 companies to enable them to venture into overseas markets amidst the uncertain trade environment."
To bolster legal support through the trade legal consultation center, Governor Kim announced, "We will assign customs specialists and export experts to institutions such as the Korea Trade-Investment Promotion Agency (KOTRA) branch in Daejeon/Chungnam and the Chungnam Economic Promotion Agency to provide consultation services."
Furthermore, Governor Kim highlighted efforts to "expand export support, including overseas market development." He stated plans to support the participation of 425 export companies in a total of 19 export consultation events this year, including the upcoming World Korean Business Convention in the U.S. in April. The province will also leverage its seven overseas offices and trade advisors to strengthen overseas marketing support.
In his concluding remarks, Governor Kim acknowledged the national-level challenges and the critical juncture, emphasizing the need for collective wisdom. He affirmed that the announced measures are not the end of their efforts, stating, "We will continuously supplement these measures through the task force and also prepare mid- to long-term strategies, including expanding research and development (R&D) to secure industrial competitiveness, fostering cooperation between large and small-to-medium enterprises, and addressing industrial workforce supply issues."
Notably, despite persistent global uncertainties last year, Chungcheongnam-do achieved the nation's top ranking in trade surplus and the second-highest export volume, reaffirming its crucial role in driving the South Korean economy.
Local businesses in the province exported a total of USD 92.61 billion last year, the second-largest export volume nationwide after Gyeonggi-do.
With imports amounting to USD 41.139 billion, Chungcheongnam-do recorded a trade surplus of USD 51.461 billion, securing the top position in South Korea.
The province's exports to the United States last year amounted to USD 11.614 billion, the fourth-largest nationwide, highlighting the potential impact of U.S. tariffs on the regional economy and underscoring the urgency of the announced support measures. The proactive stance of Chungcheongnam-do under Governor Kim's leadership signals a strong commitment to safeguarding its economic vitality and supporting its crucial export sector in the face of mounting global trade headwinds.
