SEOUL — In a move that signals a paradigm shift in public administration, the South Korean Ministry of Planning and Budget (MPB) announced on Monday the official launch of its AI-powered mobile messenger. This platform, the first of its kind among government agencies, is designed to transform the traditional civil service workspace into a hyper-connected, AI-driven environment.

The newly introduced system transcends the capabilities of conventional messaging apps. It functions as a comprehensive mobile office, integrating generative AI, cloud-based document viewing, and sophisticated collaboration tools. The deployment follows a rigorous 45-day pilot program led by "Vision X," the Ministry's internal innovation task force, which incorporated over 60 specific feedback points from field employees to ensure the system met the complex demands of government work.

The cornerstone of this transformation lies in its ability to facilitate real-time decision-making. Previously, officials reviewing documents on mobile devices faced a "communication gap"—they could view data but lacked the means to provide immediate, documented feedback. This often led to a reliance on supplementary phone calls or scheduled face-to-face briefings. The new platform resolves this with an integrated annotation feature, allowing superiors and colleagues to leave instant memos and finalize decisions directly within the document flow, regardless of their physical location.

Efficiency gains are also being realized in the meeting room. By leveraging AI-driven audio recognition, the platform can record discussions and automatically generate concise summaries. This eliminates the tedious task of manual minute-taking, which has long been a drain on administrative resources. Furthermore, the AI acts as a smart scheduler; it can identify meeting requests within a conversation and automatically prompt the user to register the event in their official calendar, ensuring no commitment is overlooked.

Beyond internal operations, the Ministry’s initiative serves as a blueprint for the broader public sector. The MPB has expressed its intention to expand partnerships with the private sector to refine these technologies further and promote their adoption across other government branches.

"By establishing an AI-based collaborative ecosystem, we are taking a definitive step toward a more agile and responsive government," a Ministry representative stated. "This is not just about a new tool; it is about fundamentally upgrading our decision-making architecture for the 21st century." As the Ministry continues to lead this digital charge, the focus remains on leveraging technology to enhance the transparency and speed of public service delivery.
