Chungcheongnam-do announced on the 29th that it is shifting and expanding its conventional paper- and system-centric delinquent tax management to a field-centered approach in order to strengthen collection efforts against out-of-region delinquents.

This measure comes in response to the continuous increase in local tax arrears within the province, which rose by 25.8 billion won from 147.6 billion won in 2022 to 173.4 billion won in 2025.

Accordingly, the province will implement field-centered delinquent tax management by directly verifying the actual living and economic activities and property relationships of out-of-region delinquents, and applying collection methods tailored to each individual's circumstances.

Recognizing that paper and system records alone have limitations in identifying the actual residences or economic activity statuses of out-of-region delinquents, officials plan to visit actual residences and business sites directly to examine the causes of delinquency, payment capacity, and property relationships, thereby assessing collection potential on-site.

Metropolitan-wide collection targeting out-of-region delinquents will be carried out from September to November.

First, in September, a joint metropolitan collection activity targeting delinquents in the capital area will be conducted in collaboration with Dangjin City, Boryeong City, and Cheongyang County. Afterward, the initiative will be operated flexibly—such as through independent municipal pursuits—taking into consideration each city and county's scale of arrears, target individuals, available personnel, and field conditions.

Targets for metropolitan collection will be selected by comprehensively reviewing factors such as the amount of arrears, payment capacity, property relationships, and past disposition history among out-of-region delinquents holding arrears above a certain scale.

In the field, authorities will comprehensively examine delinquents' economic activities, property status, and causes of delinquency, encouraging those with the ability to pay to make voluntary payments or installment payments.

If additional collection financial resources are identified, delinquency dispositions in accordance with relevant statutes will be linked, and post-management will continue—such as continuously verifying fulfillment for delinquents who have promised payment.

However, for those requiring support, such as livelihood-type delinquents, management will take into account the delinquent's economic situation by reviewing connections with relevant welfare departments.

Through this, the province plans to minimize long-term arrears and the carryover of delinquent amounts, while securing equity with faithful taxpayers through active collection against delinquents who evade local tax payments despite having the ability to pay.

Park Chul-min, head of the province's Tax Division, emphasized, "To cope with the increase in delinquent taxes, we will strengthen delinquent tax management by going a step beyond traditional methods to directly verify the actual conditions of delinquents in the field. We will actively pursue collection from delinquents with payment ability, while ensuring tailored management for those who need support."
