RIYADH / RED SEA — Saudi Arabia has officially announced comprehensive military and security measures to safeguard commercial shipping traversing the strategic Bab-el-Mandeb Strait, following maritime blockade threats declared by Yemen’s Iran-aligned Houthi movement.
Speaking on behalf of the Saudi-led Arab Coalition, Coalition Joint Command Spokesperson Maj. Gen. Turki al-Malki issued a firm statement on Monday, July 20 (local time), confirming that joint naval forces are implementing all necessary defensive actions under international law to protect merchant vessels navigating the Red Sea corridor.
Coalition Denounces Houthi Threats as Acts of Piracy
"The Joint Command is executing all decisive and resolute measures consistent with International Humanitarian Law and the United Nations Convention on the Law of the Sea (UNCLOS) to ensure the unhindered passage of commercial vessels through the Bab-el-Mandeb Strait," Maj. Gen. al-Malki declared.
He emphasized that Houthi threats targeting merchant ships violate fundamental international principles protecting free navigation in international waters. "Any attempt to obstruct maritime transit across these vital straits constitutes a flagrant violation of international law and qualifies as maritime piracy. Coalition forces will respond swiftly and decisively to counter any such acts," al-Malki added.
Under UNCLOS and International Humanitarian Law, targeting non-combatant merchant vessels or enforcing unlawful blockades on international waterways is strictly prohibited. By classifying the Houthi actions as piracy, the Arab Coalition establishes a legal framework for robust naval operations to ensure maritime security.
Saudi Command Refutes Houthi Retaliation Claims
The Coalition's statement directly rebutted claims made by Houthi military spokesperson Yahya Saree, who previously declared a naval blockade against Saudi-bound shipping. Saree claimed the action was in retaliation for alleged Saudi airstrikes on Sanaa International Airport and a blockade on ports under Houthi control.
Maj. Gen. al-Malki dismissed Saree’s statements as "fabricated propaganda aimed at escalating regional instability and misleading international public opinion."
To refute the Houthi claims, al-Malki disclosed official maritime logistics data, noting that during the first half of 2026, more than 300 commercial vessels carrying food, medical supplies, petroleum products, and construction materials successfully docked at Houthi-controlled ports, including Hodeidah, Salif, and Ras Isa.
Furthermore, al-Malki pointed out that it was the Houthi militia itself that repeatedly closed Sanaa International Airport and turned down international proposals to safely resume commercial flight operations, weaponizing civil infrastructure for political leverage.
Diplomatic Condemnation from Riyadh
In tandem with the military command’s announcement, the Saudi Ministry of Foreign Affairs issued an official statement via Agence France-Presse (AFP), strongly condemning the rebel group's threats.
"The Kingdom of Saudi Arabia vehemently denounces the declaration of a maritime blockade by the military spokesperson of the terrorist Houthi militia," the Foreign Ministry stated. "Saudi Arabia reaffirms its unwavering commitment to supporting the legitimate, internationally recognized government of Yemen and protecting its people from ongoing militia aggression."
Global Energy Supply Chains Face Dual Chokepoint Crisis
The renewed crisis in the Bab-el-Mandeb Strait arrives at a critical moment for global energy markets. The narrow strait serves as the southern gateway to the Red Sea and the Suez Canal, handling nearly 10% of global seaborne crude oil and petroleum products.
With tensions between the United States and Iran already causing severe constraints along the Strait of Hormuz—the primary exit for Persian Gulf petroleum—a simultaneous disruption in the Bab-el-Mandeb Strait presents an unprecedented threat to global energy security.
Maritime security analysts warn that if both strategic chokepoints face prolonged operational disruptions, international crude prices could experience severe volatility, leading to soaring freight rates and forcing global shipping lines to reroute vessels around the African continent via the Cape of Good Hope.
