Lima, Peru – The Ministry of Foreign Trade and Tourism (Mincetur) has announced that over 50 companies from nine regions across Peru have collectively saved S/3.5 million through the Authorized Exporter certification program.

The Authorized Exporter program is a certification of origin system that allows companies to issue their own declarations, verifying that their products meet the origin requirements stipulated in trade agreements, confirming that they are Peruvian-made. This reduces export processing time and costs for businesses.

This system can be used to export to more than 30 countries with preferential tariffs, thanks to the free trade agreements (FTAs) signed by Peru with the European Free Trade Association, the European Union, Costa Rica, Honduras, Japan, Panama, and the United Kingdom.

“Through this mechanism, which Mincetur makes available to companies, more than 82,000 declarations have been issued between 2020 and 2024, benefiting the export of products such as fresh avocados, fresh asparagus, fresh grapes, pepper preserves, artichokes, and asparagus,” emphasized Teresa Mera, Vice Minister of Foreign Trade.

To date, Peru has 55 Authorized Exporters located in the regions of Lima (29), Piura (7), Lambayeque (6), La Libertad (6), Arequipa (3), Ica (1), Amazonas (1), Junín (1), and San Martín (1). In 2024, eight new authorized exporters were accredited. The agreements for which the most declarations are issued are the European Union and the United Kingdom.

How to Become an Authorized Exporter

According to the Authorized Exporter Regulation, approved by Supreme Decree No. 006-2020-MINCETUR, the procedure for requesting authorization is as follows:

Submit an application to the Registry Office or through the Mincetur Virtual Window. This application must be accompanied by a list of Customs Declarations of Goods that accredit the requirement of a frequent exporter, the name of the person proposed to issue the declarations of origin, commitments, sworn statements, and documents indicated in the Regulation.
The application will be evaluated, and if necessary, Mincetur may request the correction of errors.
Once the submission of the required information has been verified, the date of the knowledge test for the person (or persons) proposed to issue and sign the declarations of origin will be coordinated.
Upon completion of the evaluation of the application, a Directorial Resolution will be issued granting or denying authorization to operate as an Authorized Exporter.
