AI is a Winner-Take-All Game… Fall Behind and Risk Becoming a "Subcontractor Nation"

As Artificial Intelligence (AI) acquires physical bodies and arms, "Physical AI" is rapidly permeating industrial sectors at an unprecedented pace. A fierce global race is underway to seize hegemony in this new frontier. For South Korea—a manufacturing powerhouse striving to become one of the world's top three AI nations (G3)—this era presents both a golden opportunity and an existential threat if it lags behind.
The global scramble for physical AI dominance is already intensifying. Recently, the U.S. Federal Communications Commission (FCC) banned imports of foreign humanoid and quadruped robots, citing unacceptable national security risks and taking direct aim at China, which controls roughly 85% of the global humanoid market. Despite such geopolitical friction, Chinese robotics firms like Unitree have seen explosive market debuts following massive state backing. Meanwhile, U.S. big tech giants led by NVIDIA are spearheading the physical AI revolution. During CES, NVIDIA CEO Jensen Huang declared that a "ChatGPT moment for physical AI" has arrived, enabling machines to understand, reason, and act within the physical world.
This grand evolution of AI gaining physical form is creating a massive market. Morgan Stanley projected that the global humanoid market will reach $5 trillion (approx. 7 trillion KRW) with 1 billion operational units by 2050.
South Korea has also thrown its hat into the ring with national ambition. The government has designated physical AI alongside semiconductors and AI data centers as one of its "Three Mega Projects," setting its sights on becoming the world's top leader by 2030. Investments are pouring into regional high-tech robotics innovation belts, such as a massive 312 trillion KRW pledge targeted at the Yeongnam region.
South Korea’s ambition for 2030 is rooted in tangible strengths. According to the International Federation of Robotics (IFR), South Korea boasts the world's highest manufacturing robot density, recording 1,220 units per 10,000 workers, far surpassing second-place Singapore (818 units). The country also possesses half a century of accumulated manufacturing data and world-class memory semiconductor capabilities.
Experts emphasize that physical attributes like force, tactile feedback, and human-like movement cannot be found purely on the internet; they are forged exclusively on industrial floors. While hardware and physical data serve as crucial foundational assets, experts warn that possessing these elements is currently equivalent to having raw materials rather than finished dominance.
Critical vulnerabilities remain. According to the Korea International Trade Association (KITA), the localization rate for core robot components lingers in the 40% range. Notably, permanent magnets—vital for high-performance motors—rely on an 88.8% dependency on China. Furthermore, with 71.2% of robot shipments consumed domestically and foundational software models heavily reliant on foreign tech, South Korea risks being relegated to a mere component supplier.
Industry leaders stress the urgency of building a "full-stack" ecosystem that seamlessly integrates hardware and software, including Robot Foundation Models (RFMs). Because AI operates on a winner-take-all dynamic where losing one critical layer means losing everything, handing over domestic manufacturing data prematurely could inadvertently feed foreign AI systems with hard-earned industrial secrets.
Ultimately, South Korea's success hinges on conquering remaining bottlenecks across data, AI models, and real-world deployment fields. Creating an environment where top-tier engineering talent is eager to pioneer this uncharted territory remains the ultimate imperative for securing the nation's high-tech future.
