Discussed RPS restructuring, power grid innovation, and strategies for bidding on the designation of decentralized energy specialized zones
Explored establishment of resident-participation renewable energy income models and utilization of public idle land
Jeonbuk State has stepped up to respond to the government’s shift in renewable energy policies and discover practical energy policy implementation tasks tailored to local conditions.
On the 22nd, Jeonbuk State held the 3rd regular meeting of the Energy Policy Division (Jeonbuk Institute) and the Decentralized Energy Division (Jeonju University) under the "RE100 Energy Solution Alliance" to discuss countermeasures against energy issues within the province.
The Energy Policy Division meeting covered key agenda items including the restructuring of the Renewable Portfolio Standard (RPS) and transition to a renewable energy contract market, responses to power grid innovation measures, and the establishment of a Jeonbuk-style resident-participation renewable energy income model.
In particular, in preparation for the market transition centered on competitive bidding and long-term contracts following the RPS restructuring, the meeting examined the response conditions for power generation businesses in the province and discussed the necessity of protecting small-scale businesses and supporting resident-participation projects. Furthermore, methods to expand renewable energy hosting capacity were reviewed, such as early connection for existing grid connection-pending projects, flexible connection, utilization of energy storage systems (ESS), and reinforcement of the western power transmission grid.
Subsequently, at the Decentralized Energy Division meeting held at Jeonju University, the session opened with a special lecture by Sungrow Power Korea Technical Director Suh Ham on "Changes in Future Power Systems and the Role of Grid-Forming ESS." The following agenda discussions reviewed strategies for responding to the 2026 competition for the designation of decentralized energy specialized zones in Jeonbuk and ways to cooperate among institutions.
In addition, the Jeonbuk Development Corporation shared the current status of its full-scale survey on public idle land for renewable energy utilization. Along with this, the plan to host the "Future Energy Solutions 2026 (FES2026)" international forum was introduced, and members were asked for their interest and participation to ensure the successful execution of the event.
Yang Sun-hwa, Director-General of Future Advanced Industry Bureau of Jeonbuk State, stated, "A close cooperative system centered around the alliance is essential to preemptively respond to changes in the government's renewable energy policies and successfully lead the designation of decentralized energy specialized zones in 2026." She added, "Based on resident-participation projects, utilization of public idle land, and effective policy recommendations, we will do our utmost to ensure that the expansion of renewable energy leads to increased income for residents and revitalization of the local economy."
