BERLIN - With winter approaching, Russia has initiated a new wave of attacks aimed at destroying Ukraine's power grid. This strategy, which has been used in previous years, targets critical energy infrastructure to leave Ukrainians in the cold and dark as temperatures drop.

According to a report by the Ukrainian news outlet Ukrayinska Pravda, a recent Russian airstrike on energy infrastructure in northern Ukraine's Chernihiv region has cut off power to approximately 26,000 households, primarily in the village of Bobrovytsia.

The media outlet noted that Russian forces have been targeting Chernihiv's energy infrastructure for the past week, conducting 20 airstrikes in the last 24 hours alone, with explosions reported in 13 villages. This sustained assault highlights a deliberate effort to systematically dismantle the region's power supply.

Dmytro Bryzhynskyi, head of the Chernihiv City Military Administration, posted on Telegram that crews are working to restore the power grid, but warned that the city's water supply could also be disrupted as a result of the attacks.

This pattern of targeting power infrastructure is a grim hallmark of Russia's winter campaigns. Russian forces have historically focused on transmission lines and other energy facilities during the coldest months when electricity consumption is at its peak. The majority of Ukraine's thermal and combined heat and power plants were already damaged or destroyed in the early stages of the war.

The International Energy Agency (IEA) reported that roughly half of Ukraine’s generating capacity was either occupied or damaged by Russian forces between 2022 and 2023. The IEA also noted that attacks on energy facilities have intensified since the spring of the previous year, further degrading Ukraine's ability to provide reliable power.

In a recent warning, Ukrainian President Volodymyr Zelenskyy made a clear threat of retaliation. On September 27, he stated, "If they threaten to black out the Ukrainian capital, then the Kremlin must know that there will also be a large-scale blackout in the Russian capital." The following day, Ukrainian forces launched an attack on Russia's Belgorod region, a border city, leaving thousands of households without electricity. This exchange of strikes underscores the escalating nature of the conflict as both sides use power grids as strategic targets.

This latest campaign to cripple Ukraine's power grid suggests a renewed effort by Russia to use the harsh winter as a weapon, adding another layer of humanitarian crisis to the ongoing conflict.
