Communist Party of Vietnam General Secretary To Lam and Chairman of the State Affairs Commission of the Democratic People's Republic of Korea Kim Jong Un held an official summit in Pyongyang on the 9th, agreeing to develop the relationship between the two countries to a new stage.

The summit took place ahead of the 80th anniversary of the founding of the Workers' Party of Korea (October 10, 2025) and the 75th anniversary of diplomatic relations between the two countries (1950–2025). Both sides reaffirmed the traditional amity established by President Ho Chi Minh and President Kim Il Sung, and agreed to promote mutual understanding and political trust, thereby securing a powerful impetus to realize their respective goals for socialist development. Chairman Kim expressed gratitude for the valuable support provided by the Korean people during Vietnam's struggle for national liberation, and General Secretary To Lam expressed expectations that the DPRK will achieve comprehensive national revitalization under the principle of ‘people-first mass-centered’ politics.

The two leaders agreed on measures to strengthen cooperation in various fields, including expanding the exchange of high-level and multi-level delegations, utilizing cooperation channels between political parties, holding theoretical seminars, and inter-parliamentary cooperation.

In particular, General Secretary To Lam stated that Vietnam is prepared to share its experience with the successful 'Doi Moi' (Renovation) policy, which has been implemented since 1986. This is Vietnam's core reform model that achieved rapid economic growth through the transition from a planned economy to a socialist-oriented market economy. General Secretary To Lam proposed expanding mutually beneficial cooperation in economic reform, enhancing external economic relations, and social-economic management and development, and carrying this out in accordance with international norms. Chairman Kim also expressed his willingness to advance cooperation in suitable fields and urged strengthened coordination between related sectors, including party organs and the Ministry of Foreign Affairs.

Regarding regional and international issues, both sides agreed to strengthen cooperation and mutual support in multilateral forums. General Secretary To Lam reiterated support for dialogue and peaceful settlement efforts for peace and stability on the Korean Peninsula, while requesting the DPRK side to support efforts to resolve disputes in accordance with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS). The summit is expected to open a new chapter of development that will bring tangible benefits to the relationship between the two countries.
