K-water (Korea Water Resources Corporation), South Korea's leading public enterprise for water management, has joined forces with the Philippine government to establish crucial water infrastructure for new city development projects in the Southeast Asian nation.

On April 22nd (Tuesday), K-water announced the signing of a business agreement in the Clark Freeport Zone, Philippines, with key Philippine government agencies including the Bases Conversion and Development Authority (BCDA), the Poro Point Management Corporation (PPMC), the John Hay Management Corporation (JHMC), and the Provincial Government of Pampanga. The agreement aims to build a stable water supply system for new urban development areas.

Under this partnership, K-water will provide comprehensive water management solutions for major new city development zones in the Philippines, including Pampanga, La Union, and Benguet. This initiative is part of the Philippine government's 'Bases Conversion and Development Project,' which seeks to transform former US military bases into new urban growth centers. The Philippines has already achieved considerable success in alleviating population concentration in the capital region and boosting national economic growth through the development of new cities like Subic, Clark, and Bonifacio.

Joshua Bingcang, Chairman of the BCDA, expressed his optimism, stating, "The application of K-water's advanced water management technology to the Philippine bases conversion project is highly significant." Governor Dennis Pineda of Pampanga Province also remarked, "Pampanga Province has long recognized the need for a safe and sustainable water management system. We anticipate that our collaboration with K-water will improve the quality of life for our residents."

The Philippine government is currently accelerating the development of New Clark City. However, the project faces challenges due to the depletion of existing wells and limited access to clean water, highlighting the inadequacy of current water-related facilities. Approximately 40% of households in the Philippines lack access to safe drinking water, and the situation is particularly severe in the regions where K-water will be operating – Pampanga, La Union, and Benguet – due to contaminated groundwater and aging water pipelines.

To address these challenges, K-water plans to leverage its decades of accumulated water management expertise and its cutting-edge Smart Water Network Management (SWNM) system to provide tailored water supply solutions optimized for the local environment. As the initial step of the project, K-water will dispatch experts to conduct a thorough assessment of the existing water infrastructure. Based on this analysis, the company will develop a phased implementation plan.
