Singapore Strengthens Maritime Training Program for Mid-Career Professionals

The Maritime and Port Authority of Singapore (MPA), in collaboration with the Singapore Maritime Officers’ Union (SMOU), NTUC’s Employment and Employability Institute (e2i), and SkillsFuture Singapore (SSG), has significantly enhanced the Tripartite Maritime Training Award (TMTA) program for mid-career professionals. This program aims to equip aspiring maritime professionals with the necessary skills and qualifications to serve as Third Navigation Officers and Fifth Marine Engineering Officers.
Key Changes:
Reduced Training Duration: The training period has been shortened from 31 months to 22 months. A streamlined curriculum, incorporating advanced ship simulator navigation and marine engineering training, and optimized onboard practical sessions, will enhance core competencies.
Increased Financial Support: The monthly training allowance has been increased from S$1,200 to S$2,200 to allow trainees to focus on their training. This cost will be shared by MPA, e2i, and SMOU.
Mentoring Program Introduced: A structured mentoring program with experienced maritime professionals will provide trainees with practical assistance in gaining real-world experience and developing their careers.

A memorandum of understanding signing ceremony with SMOU, e2i, and SSG was held on March 25, 2025, with an investment of S$8.5 million over the next three years.
MPA Chief Executive Teo Eng Dih emphasized that “This program opens up pathways not just to a maritime career, but also to a wide range of opportunities onshore.” SMOU General Secretary Mary Liew added, “This is an exemplary case of tripartite collaboration, providing a second chance for those who aspire to a new career.”
Singapore’s maritime industry is a key pillar of global trade, and this enhanced TMTA program is expected to provide mid-career professionals with a stable and rewarding career transition.
