DAEJEON, South Korea – Daejeon City has successfully concluded a pivotal policy workshop focused on "Youth Housing," marking the inaugural installment of its "Reframe Communication Series." Held on June 19, the event, orchestrated through the citizen participation platform "Daejeon Siso," aimed to fundamentally redefine prevalent societal issues by leveraging firsthand citizen experiences and perspectives, thereby fostering a more responsive and inclusive policymaking framework.

The "Reframe Communication Series" distinguishes itself as an experimental initiative designed to transcend conventional policy paradigms. Its core philosophy revolves around empowering citizens to articulate challenges in their own language, subsequently enabling the re-conceptualization and reconstruction of policy solutions. The recent youth housing iteration specifically addressed the overarching question, "Is the youth housing problem exclusively a youth concern?" This guiding inquiry underscored the workshop's commitment to re-framing social dilemmas through empathetic engagement with participants' lived experiences, ultimately translating these insights into actionable policy language.

The workshop seamlessly integrated with a preceding online engagement, "Daejeon Siso Q&A: Youth Ask, Mindalpaengi Union Answers." This preparatory phase garnered over 500 questions from young individuals, a selection of which were directly addressed during the workshop by activists from the Mindalpaengi Union. This interactive segment served as a crucial public forum, effectively bridging the discernible gap between the realities faced by young people and existing policy provisions.

The event saw the active participation of approximately 30 individuals, encompassing a diverse array of stakeholders including housing specialists, citizen advocates, and youth representatives, alongside members of the Mindalpaengi Union. Delving beyond the simplistic notion of housing supply, participants engaged in profound discussions, re-interpreting housing complexities through emotion-driven keywords such as "lack of opportunity," "disconnection of relationships," and "unstable future." A particularly innovative session encouraged participants to envision near-future urban scenarios, collaboratively outlining the ideal city for youth and single-person households. This forward-looking exercise aimed to integrate aspirational living environments into future urban planning.

The significant questions and policy proposals generated during the workshop are slated for sequential publication on the "Daejeon Siso" platform. This deliberate step is designed to facilitate ongoing public discourse and ensure that these citizen-led initiatives directly inform and influence future policy development and implementation processes.

Jeon Jae-hyun, Director of Daejeon City's Administrative and Self-Governance Bureau, emphasized the strategic intent behind the series. "The 'Reframe Communication Series' is meticulously crafted to challenge existing viewpoints and frameworks, encouraging a fresh perspective on problems and fostering policy imagination to devise solutions," stated Director Jeon.
