SAN JUAN, Puerto Rico – The U.S. Coast Guard has issued a Captain of the Port Order against the Puerto Nuevo Terminal in San Juan, Puerto Rico, effectively halting its handling of hazardous cargo, particularly ammonium nitrate. This action follows repeated violations of safety regulations and a failure to maintain adequate fire suppression capabilities.

Hazardous Cargo Violations:The core issue revolves around the terminal's repeated mishandling of hazardous materials, notably ammonium nitrate, despite a suspended permit.
Ammonium nitrate is a highly volatile substance that poses a significant explosion risk, making strict adherence to safety protocols paramount.
Fire Safety Deficiencies:A primary concern is the terminal's lack of sufficient fire suppression systems. This includes non-compliance with regulations that mandate adequate fire hydrants and water supply, according to the National Fire Protection Association (NFPA) standards.
The acting commander of U.S. Coast Guard Sector San Juan, Capt. Robert Stiles, has made it very clear that the lack of fire fighting capability is a huge safety issue.
Proximity to LNG Facility:The terminal's location adjacent to a liquefied natural gas (LNG) facility amplifies the danger posed by these violations. A potential incident could have catastrophic consequences.
Enforcement and Penalties:The Coast Guard is taking this matter very seriously, with potential civil penalties of up to $117,608 per day for non-compliance.
Intentional violations could result in felony charges, carrying penalties of up to six years in prison and substantial fines.
Current Operational Status:While the handling of hazardous cargo is suspended, the terminal is permitted to continue processing general, non-hazardous freight.
The Coast Guard will continue to monitor the terminal, and the suspension will remain until all safety requirements are met.
