The Paraguayan government has proposed a labor experience and training exchange project with Spain at the 353rd session of the International Labor Organization (ILO) Governing Body. This project aims to improve the training and protection levels of Paraguayan migrant workers and will receive technical support from the ILO.
Verónica López, Vice Minister of Employment of Paraguay, met with Gladys Cisneros, Head of the ILO's Labor Migration Services, and María Galotti, Labor Migration Expert, to discuss strategies for strengthening Paraguayan workforce training and ensuring fair working conditions for workers seeking overseas employment.
According to the Paraguayan Ministry of Labor, this project will allow Paraguayan workers to receive continuous training in Spain and gain access to quality temporary employment opportunities. Vice Minister López stated, "Exchanging experiences with other countries helps us design better management and protection protocols for migrant workers."
The ILO emphasized the importance of such initiatives in ensuring quality working conditions. Head of Services Cisneros stated, "We shared key information on labor migration strategies that Paraguay can model."
Paraguay's Migrant Labor Status:
Paraguay has historically seen many workers migrate to countries such as Argentina, Spain, and the United States. Spain, in particular, is one of the preferred destinations for Paraguayan workers. This cooperation reflects efforts to strengthen the protection of migrant workers' rights.
Key Aspects of Cooperation:
Labor Training: Providing necessary technical education to Paraguayan workers based on Spain's skilled labor market experience.
Improvement of Labor Conditions: Improving relevant regulations and policies to ensure that migrant workers receive fair wages and safe working environments in Spain.
Information Sharing: Increasing accessibility to migration process and labor market information to help workers prepare for overseas employment more safely and efficiently.
ILO's Role:
The ILO will provide technical support and advisory roles in this cooperation, offering international labor standards and best practices to assist Paraguay in developing its migrant labor policies.
Expected Effects:
Enhancement of Paraguayan workers' skill levels and expansion of overseas employment opportunities.
Strengthening the protection of migrant workers' rights and establishing social safety nets.
Strengthening labor cooperation between Paraguay and Spain and promoting mutual economic benefits.
Future Challenges:
Successful implementation of this project requires active cooperation and continuous efforts from both the Paraguayan and Spanish governments. It is also crucial to develop and implement policies that reflect the actual needs of migrant workers.
The Paraguayan government's efforts represent an important step in protecting the rights of migrant workers, and it is expected that more effective results can be achieved through cooperation with the ILO and Spain.
