DAEJEON, SOUTH KOREA – Daejeon Metropolitan City has announced an ambitious initiative to bolster digital inclusion for its residents with disabilities and national veterans, offering substantial financial assistance for the acquisition of essential information and communication assistive technology devices. The ‘2025 Assistive Technology Device Distribution Project for People with Disabilities’ aims to bridge the digital divide and empower individuals facing challenges in accessing and utilizing information. Applications for this crucial program will be accepted until June 23rd.
The initiative specifically targets registered individuals with disabilities and national veterans recognized with injury grade classifications who are officially registered residents of Daejeon City. Recognizing the financial burdens often associated with specialized assistive equipment, the city will provide significant subsidies, covering 80% of the device's cost for eligible applicants. Furthermore, demonstrating a commitment to supporting the most vulnerable segments of the population, Daejeon will extend even greater financial aid to beneficiaries of basic livelihood security and those classified as near-poor, offering up to 90% coverage of the product price, contingent on the specific device selected.
This proactive measure underscores the growing recognition in South Korea of the pivotal role that information and communication technologies (ICTs) play in fostering independence, enhancing social participation, and improving the overall quality of life for individuals with disabilities. Assistive technologies encompass a wide array of devices and software tailored to meet diverse needs, including screen readers for the visually impaired, alternative input devices for individuals with motor impairments, communication aids for those with speech difficulties, and hearing assistance technologies. The provision of these tools is not merely about access; it is about enabling individuals to engage more fully in education, employment, social interactions, and civic life.
The application process has been streamlined to ensure accessibility for all eligible individuals. Applicants can conveniently submit their applications online through the designated Assistive Technology Device Application website (https://www.at4u.or.kr). For those who prefer or require alternative methods, applications, along with the necessary supporting documentation, can be submitted in person at the Information Policy Division of Daejeon City Hall or via postal mail. This multi-channel approach aims to accommodate the diverse needs and preferences of the applicant pool.
The selection process will follow a thorough evaluation of applications, and the results will be publicly announced on the Daejeon City official website on July 17th. This transparent communication ensures that all applicants are informed of the outcome in a timely manner.
Kim Yu-jin, Head of the Information Policy Division of Daejeon City, emphasized the city’s unwavering commitment to this initiative. "By providing access to essential information and communication assistive devices, we aim to significantly enhance the quality of life for our residents with disabilities who often face barriers in accessing information. This project is a testament to our dedication to fostering an inclusive society where everyone has the opportunity to lead an independent and fulfilling life," stated Kim.
This initiative in Daejeon aligns with broader national efforts in South Korea to promote the rights and inclusion of people with disabilities. The Korean government has implemented various policies and programs aimed at increasing accessibility and reducing disparities. These include legislation mandating accessibility standards for websites and public kiosks, as well as nationwide programs supporting the provision of assistive technologies. Organizations like the Korea Assistive Technology Center (KATEC) play a crucial role in research, development, and dissemination of assistive technology information and resources across the country.
The impact of such programs extends beyond individual beneficiaries. By facilitating greater participation of people with disabilities in the digital sphere, cities like Daejeon are contributing to a more inclusive and economically vibrant society. Access to information and communication technologies opens doors to remote work opportunities, online education, and participation in the digital economy, fostering self-sufficiency and reducing reliance on external support.
Furthermore, these initiatives promote greater social inclusion by enabling individuals with disabilities to connect with friends, family, and broader communities online, overcoming geographical barriers and fostering a sense of belonging. In an increasingly digital world, access to technology is not a luxury but a fundamental necessity for full and equal participation in society.
Daejeon’s proactive approach in enhancing assistive technology support serves as a commendable example for other municipalities in South Korea and beyond. By prioritizing the needs of its residents with disabilities and investing in solutions that promote digital equity, Daejeon is taking significant strides towards building a more accessible and inclusive future for all. The success of this program will undoubtedly have a profound and lasting impact on the lives of its beneficiaries, empowering them to navigate the digital landscape with greater confidence and independence. The city encourages all eligible residents to take advantage of this valuable opportunity to enhance their access to information and communication.
