- Establishes a 3-Stage Conflict Response System for Inter-Floor Noise Through Public-Private Cooperation

Daejeon City will fully operate a ‘Professional Consulting Service for Resolving Inter-Floor Noise’ to systematically address the issue of noise between floors in apartment buildings, which occurs more than 600 times annually, alleviate conflicts between residents, and foster a harmonious community culture.

This consulting service will be promoted in cooperation with the ‘Honorary Inter-Floor Noise Management Committee,’ launched in October last year as the first of its kind nationwide, and the ‘Inter-Floor Noise Consulting Group,’ composed of eight private experts in various fields such as law, architecture, and residential environment.

When a complaint is received, the professional consulting group will be dispatched to the site through the relevant autonomous district. Services will be provided in the order of on-site consultation for adjustment and mediation, noise measurement, and connection to specialized institutions.

Daejeon City has established a three-stage response system to more effectively resolve inter-floor noise issues. In the first stage, the ‘Inter-Floor Noise Management Committee,’ composed of representatives of apartment complexes, management office heads, and residents, will take the lead in voluntary mediation. In the second stage, the professional consulting group will visit the site to inspect the situation, and an advisory committee composed of experts in fields such as law, conflict management, and residential environment will prepare practical solutions. In the third stage, more complex cases will proceed with formal mediation procedures through the ‘Dispute Mediation Committee.’

In addition, Daejeon City will concurrently carry out various education and public relations activities to prevent inter-floor noise problems in advance and encourage residents' voluntary participation. To this end, materials including noise prevention guidelines, response manuals, and methods for using noise reduction products will be produced and distributed.

Active response at the city level is necessary. We hope that this professional consulting service will reduce unnecessary emotional distress for citizens and serve as an opportunity to restore trust between neighbors.”
