Bucheon City announced that it held the 1st meeting of the "2026 Citizens' Evaluation Group for Pledge Implementation" at the Bucheon City Hall Communication Yard on the 30th, officially kicking off its full-scale operation.
The Citizens' Evaluation Group consists of 35 members and is tasked with reviewing the implementation plans for the 9th popular election pledges from the perspective of the citizens. The city applied a random selection method considering gender, age, and region, while also expanding opportunities for youth participation.
At the 1st meeting, following the appointment of the evaluation group members, basic education, subgroup formation, and agenda selection were conducted under the supervision of the Korea Manifesto Center. Out of a total of 89 pledges, the evaluation group selected 20 agendas in total—including 1 deliberation agenda requiring pledge adjustments and 19 evaluation agendas for formulating recommendations—and discussed review matters and future activity directions for each subgroup.
The Citizens' Evaluation Group plans to review the pledge adjustment agenda and formulate recommendations through a total of three deliberation sessions. At the 2nd meeting scheduled for November 13, they will listen to explanations regarding the reasons for pledge adjustments and the pledge agendas, followed by a Q&A session. Subsequently, at the 3rd meeting on November 27, they plan to finalize the final recommendations through subgroup discussions and a plenary session.
The city plans to have the relevant departments review the recommendations prepared by the evaluation group and decide whether to reflect them by considering the implementation conditions and feasibility of each pledge. In addition, based on the review results, the city plans to supplement the pledge action plans and disclose them on the city's official website in December along with the results of the Citizens' Evaluation Group operation.
Bucheon Mayor Cho Yong-ik stated, "A pledge does not end as a promise made during an election; it is a promise that must be inspected together with citizens and carried out responsibly to the end. I hope that the members of the Citizens' Evaluation Group will thoroughly examine even the parts that administration may have missed, from the eye level of the citizens."
