Taean Dominates Selections, Reflecting Strong Local Fisheries Base; Comprehensive Support Package Aimed at Revitalizing Coastal Communities

The Chungcheongnam-do Fisheries Resources Research Institute announced on April 16th the selection of 60 promising young and mid-career individuals as "Fisheries Successors" and 6 exemplary individuals as "Excellent Fisheries Entrepreneurs," totaling 66 new leaders who will spearhead the future of the province's vital seafood industry.

This annual selection program underscores the province's proactive approach to addressing the growing challenges of an aging fishing population and the decline of rural fishing communities. By fostering the next generation of skilled fisheries professionals and bolstering the capabilities of existing successful operators, Chungcheongnam-do aims to secure a sustainable and prosperous future for its marine and aquaculture sectors.

The newly appointed cohort of fisheries entrepreneurs comprises a diverse group, with 50 males and 16 females. Notably, the 40-year-old age group constitutes the majority, accounting for 62% of the selections (41 individuals), followed by the 20s (14 individuals), 30s (7 individuals), and 50s (4 individuals). This age distribution suggests a strong influx of experienced mid-career professionals into the fisheries sector, alongside a promising contingent of younger entrants.

Geographically, Taean County emerged as the region with the highest number of selected entrepreneurs, boasting 27 individuals. This significant representation likely reflects Taean's established position as a major hub for fishing and aquaculture activities within Chungcheongnam-do. Other regions with selected entrepreneurs include Boryeong (18), Seocheon (12), Dangjin (3), Seosan (2), Hongseong (2), and Nonsan (1). Interestingly, the selection also included one individual from Incheon Metropolitan City who intends to relocate and establish a career in fisheries within Chungcheongnam-do, highlighting the province's attractiveness to those seeking opportunities in the marine industry.

An analysis of the selected entrepreneurs by their primary business sector reveals a strong focus on traditional fishing practices, with 52 individuals engaged in offshore and coastal fishing. Aquaculture represents the second-largest category, with 13 individuals involved in various forms of fish and shellfish farming. The remaining individual is involved in the processing and distribution of seafood products, indicating a recognition of the importance of the entire value chain within the fisheries industry.

A particularly noteworthy aspect of this year's selection process is the successful inclusion of graduates from the Chungcheongnam-do Return-to-Fisheries School. All seven applicants who had completed the program (two from the 11th class, one from the 12th class, and four from the 13th class) were selected as Fisheries Successors. This achievement underscores the effectiveness of the province's dedicated program in equipping individuals from non-fisheries backgrounds with the necessary skills and knowledge to successfully transition into the industry, effectively replenishing the aging workforce with motivated and well-trained professionals. The Return-to-Fisheries School curriculum typically covers a wide range of topics, including fishing techniques, aquaculture management, business planning, safety regulations, and the intricacies of the local marine environment. The 100% success rate of its applicants in this competitive selection process speaks volumes about the quality and relevance of the training provided.

To ensure the successful establishment and growth of these new fisheries entrepreneurs, the Chungcheongnam-do Fisheries Resources Research Institute has outlined a comprehensive support package. This includes access to low-interest loans designed to facilitate the acquisition of essential assets and the improvement of business operations. Fisheries Successors are eligible for loans up to 500 million KRW (approximately 370,000 USD as of April 17, 2025), carrying an annual interest rate of 1.5% with a favorable repayment schedule of a 5-year grace period followed by 20 years of equal installment payments. Excellent Fisheries Entrepreneurs, who have already demonstrated successful business acumen, can access loans up to 200 million KRW (approximately 148,000 USD) with an even lower annual interest rate of 1% and a repayment structure of a 5-year grace period followed by 10 years of equal installment payments.

These substantial financial resources can be utilized for a wide array of crucial investments, including the purchase of fishing vessels and fishing gear, the acquisition of aquaculture farm land and essential equipment, and the establishment or modernization of seafood processing and distribution facilities. This targeted financial support aims to alleviate the initial capital burdens often faced by new entrants and those seeking to expand their existing operations, providing them with a solid foundation for long-term sustainability and profitability.

Beyond financial assistance, the selected fisheries entrepreneurs will also benefit from tailored technical guidance and capacity-building training programs provided by the Fisheries Resources Research Institute. These programs will likely cover a range of essential topics, including sustainable fishing practices, modern aquaculture techniques, effective business management strategies, quality control measures, marketing and distribution channels, and adaptation to climate change impacts on the marine environment.
