Singapore has taken a significant step in leading the global maritime industry towards a greener future by pioneering international standards for methanol bunkering. The Maritime and Port Authority of Singapore (MPA) and Enterprise Singapore (EnterpriseSG), through the Singapore Standards Council (SSC), have announced the launch of the Technical Reference for Methanol Bunkering (TR 129), establishing a framework for the commercialization of methanol bunkering.

TR 129 provides comprehensive guidelines aimed at minimizing all potential risks and maximizing efficiency during methanol bunkering operations. It outlines specific safety standards, including accurate quantity and quality measurement during ship-to-ship methanol transfer, crew training, and emergency response procedures. Notably, the use of Mass Flow Meters (MFM) for precise quantity management and digital documentation is expected to enhance transparency and reliability in the bunkering process.

Singapore's proactive approach to standardizing methanol bunkering aligns with its commitment to building a sustainable maritime industry in response to the International Maritime Organization's (IMO) increasingly stringent environmental regulations. Methanol is gaining recognition as an eco-friendly fuel due to its ability to significantly reduce sulfur oxide (SOx) and particulate matter emissions compared to traditional ship fuels.

Singapore has already demonstrated its leadership in this area by successfully conducting the world's first methanol bunkering for a container ship in July 2023. Furthermore, in May 2024, it achieved another milestone by completing simultaneous methanol bunkering and cargo operations at Tuas Port using an MFM system. The expertise gained from these practical experiences has been instrumental in the development of the TR 129 standard.

David Foo, Deputy Chief Executive of MPA, stated, "This technical standard is the result of collaborative efforts between government agencies, industry partners, and research institutions. It provides clear guidance for the safe introduction of methanol as a marine fuel and will give the industry greater confidence in transitioning to sustainable fuel use."

Choi Sau Kook, Director-General of EnterpriseSG, emphasized, "TR 129 will instill confidence and capability in local operators to conduct methanol bunkering operations, paving the way for Singapore's multi-fuel future."

Through this standardization of methanol bunkering, Singapore is expected to solidify its position as a leading nation in the eco-friendly maritime industry.
