Chuncheon City Forges Partnership with Annapolis, USA, for Urban Diplomacy and Educational Cooperation, Bolstering Global Standing

Chuncheon City has solidified its position as a global city for educational cooperation by signing two significant international exchange agreements in Annapolis, Maryland, USA. Chuncheon Mayor Yuk Dong-han's recent visit to the U.S. formalized cooperation with the City of Annapolis and St. John's College, paving the way for practical exchanges across education, culture, tourism, and industry.
Signing of Letter of Intent for Inter-City Exchange and Cooperation with the City of Annapolis
On June 18 (local time), Chuncheon Mayor Yuk Dong-han exchanged a Letter of Intent (LOI) for inter-city exchange and cooperation with Annapolis Mayor Gavin Buckley at Annapolis City Hall. This marks Chuncheon City's first official cooperation agreement with a U.S. city. Both cities pledged to not only foster mutual friendship but also to share policies and pursue joint projects.
Key areas of cooperation mentioned include bicycle paths, urban tourism apps, and water leisure culture. Chuncheon City highlighted its eco-friendly urban initiatives by sharing examples of its sustainable transportation policies, such as its 430km cycling network for circular routes, citizen cycling schools, and electric bicycle subsidies. Furthermore, Chuncheon plans to actively leverage Annapolis's experience in operating its water leisure and parking integration app (Park Mobile) to enhance its own smart tourism infrastructure.
During the signing ceremony, Annapolis Mayor Gavin Buckley emphasized, "In uncertain times, our two cities can prepare for the future together." He stressed that this agreement is more than just a signature; it is a promise to maintain mutual respect, value learning, and build cultural bridges, indicating strong expectations for deep-seated exchange and cooperation between the two cities.
Expanding Cooperation on the 'Great Books Program' with St. John's College
In addition, Chuncheon City signed a Memorandum of Agreement (MOA) with St. John's College, USA, to expand cooperation on the 'Great Books Program,' further strengthening its global partnership in education. This agreement is an extension of the initial agreement signed in May of last year. It specifically outlines details for youth and citizen exchanges, joint development of educational programs, and expanded tutor training, all based on St. John's College's classical education model, the 'Great Books Program.'
The 'Great Books Program' is a self-directed educational approach where students read classics and masterpieces, developing literacy and critical thinking skills through questions and discussions with tutors. Chuncheon City has evolved this into the 'Chuncheon-style Great Books Program,' which is currently active in four local schools. Teacher training for tutors and summer camps with invited professors from St. John's College are also actively underway. Mayor Yuk Dong-han emphasized, "St. John's College's classics-centered educational philosophy aligns with Chuncheon City's vision for nurturing talent." He asserted that fostering the power of thought and the courage to ask questions in children is at the core of Chuncheon's future educational aspirations.
Establishing a Foundation for Global Education City and Strategic Industry Development
This visit to Annapolis is seen as a crucial step for Chuncheon City in enhancing its competitiveness as an educational hub and expanding the foundation for global strategic industries. During the 7-night, 9-day trip to the U.S., Chuncheon City visited three other cities, including Washington D.C., to explore opportunities for entering the bio-industry. Discussions included joint research in advanced technology fields like AI healthcare and organoids, researcher exchanges, and plans for hosting international seminars. Furthermore, an MOU was signed with the Korean American Association of Washington, paving the way for agricultural product exchanges and increased youth exchanges.
Chuncheon City's recent diplomatic efforts in the U.S. present a new model for practical international cooperation aimed at building a future education system and fostering sustainable urban development. Through these initiatives, Chuncheon City is expected to genuinely leap forward as a global education and culture city.
