The Vietnamese government has taken official steps to connect its national electronic identity application, VNeID, with Singapore's Singpass and Laos's LAeID systems. This initiative follows Decision No. 1830/QD-TTg signed by the Prime Minister of Vietnam on September 22, 2026, with the goal of completing pilot system integration before November 15. This high-tech cooperative initiative is expected to significantly streamline administrative and immigration procedures while serving as a crucial turning point in accelerating digital cooperation within the ASEAN region.
From Singapore's perspective, the integration of VNeID and Singpass lays the foundation for a robust digital corridor between the two nations. This is expected to greatly expand cooperation opportunities across a wide range of fields, including trade, investment, services, tourism, and finance. Singapore has successfully operated its advanced digital identity authentication framework, Singpass, since 2003, while Vietnam is also rapidly advancing its national population database and expanding the utilization of VNeID. Professor Vu Minh Khuong from the Lee Kuan Yew School of Public Policy emphasized that linking digital infrastructure between Vietnam and Singapore should be a top priority. He diagnosed that this connection model linking Vietnam, Singapore, and Laos serves as the cornerstone for expanding regional electronic interoperability encompassing customs, tourism, payments, banking, and finance. He also suggested that businesses must develop platform models, identify actual demands, and closely implement them to turn this vision into reality.
Through digital ID interoperability, ordinary citizens can significantly simplify the information verification process. The burden of repetitive document submission is reduced, and the time required for various administrative processes is dramatically shortened. Businesses will also enjoy convenient identity verification benefits in cross-border bank account opening and corporate establishment and registration processes.
However, this integration process is not without challenges, with technical, security, and legal hurdles piling up. Le Anh Duc, Vice Chairman of the Science and Technology Committee of the Vietnamese Association in Singapore and an artificial intelligence (AI) expert, pointed out that both countries must overcome differences in disparate data structures, develop information mapping standards, and secure stable connectivity. In particular, cross-border data exchange must meet stringent privacy protection and information security requirements, and fundamentally prevent identity theft or cyberattacks. At the ASEAN level, disparities in technological development among member states, discrepancies in electronic signature standards, and differences in legal frameworks regarding personal privacy act as additional stumbling blocks. Therefore, establishing compatible standards and preparing legitimate data sharing mechanisms are key to successfully expanding this model.
The pilot connection between VNeID, Singpass, and LAeID serves as a test model to verify technical and legal solutions prior to full-scale regional adoption. If this concept is effectively established, it is expected to promote regional digital ID interoperability, facilitate cross-border transactions, and greatly contribute to ASEAN's digital integration trend.
