The Sawhoyamaxa indigenous community of the Enxet tribe, located in Pozo Colorado, Presidente Hayes region of Paraguay, is experiencing positive changes in the lives of its residents with the provision of free internet service. Led by the Ministry of Information and Communication Technologies (MITIC), the 'Free WiFi' project aims to bridge the digital divide, and despite technical challenges, the younger generation is showing great interest in acquiring digital skills for advancement in education and employment.

MITIC has established digital inclusion in priority sectors in terms of connectivity and infrastructure as one of its main objectives. In this context, MITIC has been promoting the 'Free Internet in Public Places' project, also known as 'WiFi Gratis,' as part of the 'Digital Agenda Support Program' since 2019.

The service provided through WiFi connection aims to facilitate cost-free internet access in public places with free access and large population inflows. This promotes digital inclusion by expanding access to information, educational opportunities, and participation in the labor market, regardless of socioeconomic status.

In its first year, 110 free WiFi zones were installed in the Asunción and Gran Asunción areas, and it has since expanded nationwide, securing more than 400 installation points and establishing a national service network.

As a result of these efforts, a positive case is emerging in the Sawhoyamaxa indigenous community in Pozo Colorado, Presidente Hayes region, about 350 km from Asunción. Here, the ease of internet connection is receiving a great response from the younger generation.

Eriberto Ayala, the leader of the community, mentioned that the introduction of the internet was a significant challenge for the residents, as many are still in the process of becoming familiar with the digital environment. He also emphasized that connectivity has become an essential element today, especially for communities in the Chaco region, which have historically had poor communication environments.

Internet connectivity has become an essential tool that enables access to new educational opportunities, as well as advancement in the labor sector and improvement in the quality of life for citizens. The young people of the Sawhoyamaxa community are actively utilizing the free internet to access online education platforms, learn digital content, and communicate with the outside world. This creates a positive outlook in terms of improving their educational levels and, furthermore, expanding their job opportunities.

MITIC's 'Free WiFi' project is evaluated as an important step in going beyond simply providing internet connections to resolving information access inequality and improving digital literacy, thereby promoting digital inclusion for society as a whole. In particular, the case of the Sawhoyamaxa community is a representative example showing that this project can bring about real changes in marginalized communities. It is hoped that these efforts will continue to expand so that more members of the community can enjoy the benefits of the digital world.
