SEOUL – In a significant move to bolster the nation’s cultural landscape, South Korea’s major multiplex cinema chains have announced a doubling of their monthly discount events. Starting this May, the popular "Culture Day" movie discounts—previously held only once a month—will be expanded to twice a month, aligning with the government's broader initiative to designate every Wednesday as a day for cultural enrichment.
A New Mid-Week Ritual
The Ministry of Culture, Sports and Tourism (MCST) confirmed on April 1st that after extensive negotiations with the country’s "Big Three" cinema operators—CJ CGV, Lotte Cinema, and Megabox—an agreement has been reached to provide discounted tickets on both the second and last Wednesday of every month.
Under the new policy, during the peak hours of 5:00 PM to 9:00 PM:
Adults can enjoy films for 10,000 KRW.
Youths (teenagers) will be charged 8,000 KRW.
This marks a shift from the previous system, where tickets were slashed to 7,000 KRW once a month. While the individual ticket price under the new scheme is slightly higher than the old "Culture Day" rate, the increased frequency provides more opportunities for the public to visit theaters during a time when standard weekday tickets often reach 15,000 KRW or more.
Navigating Policy and Profitability
The expansion follows the recent amendment to the "Enforcement Decree of the Framework Act on Culture," which officially designated every Wednesday as "Culture Day" starting this April.
The transition was not without friction. Unlike state-run museums or galleries, private multiplexes bear the full financial burden of these discounts without direct government subsidies. Initial proposals to mandate discounts every Wednesday met with resistance from theater owners already grappling with rising operational costs and the evolving post-pandemic media landscape.
The compromise—moving from once a month to twice a month—represents a "middle ground" that supports the government's cultural welfare goals while maintaining the economic viability of the private cinema industry.
Beyond the Silver Screen
While cinemas are the most visible participants, the "Culture Day" expansion is a nationwide effort involving local governments and national arts institutions.
"The goal is to make culture a natural part of the weekly routine, not just a once-a-month special event," stated Choi Hwi-young, Minister of Culture, Sports and Tourism. Key highlights of the expanded program include:
Local Initiatives: Municipalities and regional cultural foundations are launching specialized programs tailored to local heritage.
National Institutions: The National Museum of Korea and other state-run art centers are set to increase their "specialized content" offerings every Wednesday.
Private Sector Synergy: Small-scale galleries and performance spaces are expected to join the movement, offering various perks to mid-week visitors.
A Decade of Impact
Since its inception in 2014, "Culture Day" has proven to be a powerful catalyst for the creative economy. Data spanning from 2014 to 2023 reveals:
Cinema Attendance: Increased by an average of 30% on Culture Days.
Cinema Revenue: Saw a 15% uptick.
Performing Arts: Theaters reported a 9% increase in audience numbers and a 5% rise in sales.
These figures suggest that price incentives effectively lower the barrier to entry for the general public, fostering a more vibrant domestic market for creators and distributors alike.
Looking Ahead
As of today, April 2nd, the transition to a weekly "Culture Day" is officially in motion. While the specific cinema discounts begin their twice-a-month cycle in May, other public institutions have already begun rolling out Wednesday-specific programming.
Minister Choi emphasized that this is just the beginning. "We will continue to cooperate closely with the private sector to ensure that every citizen can enjoy a diverse range of cultural activities every Wednesday, ultimately improving the overall quality of life across the nation."
