In a significant move reflecting shifting global alliances, the European Parliament announced on September 14, 2026, that it will establish a new liaison office in Ottawa, Canada. This diplomatic expansion comes at a time when Canada-U.S. relations have faced growing political and economic strains under the Trump administration, prompting Prime Minister Mark Carney’s administration to actively pursue closer strategic and economic ties with European partners. 

According to the official announcement, the new office is designed to enhance parliamentary cooperation between Canada and the 720 members of the European Parliament representing EU member states. European Parliament President Roberta Metsola emphasized that the Ottawa outpost will serve as a crucial hub for fostering transatlantic legislative exchanges. She noted that the regional mandate of the office will extend all the way to the Arctic, facilitating collaborative policy discussions on critical issues such as regional security, climate change, sustainable development, and bilateral trade under frameworks like the Comprehensive Economic and Trade Agreement (CETA). 

This institutional development arrives right on the heels of mounting diplomatic interactions. Prime Minister Mark Carney has been leading a strategic push to build a more profound partnership with the European Union to reduce overreliance on Washington, seeking what he describes as a unique alliance. While speculation previously circulated regarding potential associate membership for Canada, Ottawa has clarified that it aims for a distinct, highly integrated cooperative framework rather than full political accession. 

The momentum behind this partnership was further underscored by Prime Minister Carney’s scheduled visit to Europe. On September 16, Carney is set to attend the annual State of the Union address by European Commission President Ursula von der Leyen in Strasbourg, France. Following this, on September 17, Carney will take the podium at the European Parliament to deliver a landmark address on strengthening cooperation between Europe and Canada. 

With the opening of the Ottawa office—joining a select group of foreign liaison stations in cities like Kyiv, London, and Panama—the European Parliament aims to institutionalize regular dialogue with Canadian MPs and senators. As geopolitical uncertainties persist across North America and beyond, both Brussels and Ottawa are signaling a firm commitment to stand closely together, reinforcing shared democratic values and rules-based international orders.
