BERLIN – Amidst escalating Russian offensives, the German government announced on April 17th a substantial military aid package for Ukraine, featuring advanced air defense systems and munitions. This decision comes as civilian casualties mount from Russia's indiscriminate urban attacks, independent of U.S.-led efforts for peace negotiations between Kyiv and Moscow.

The support package includes four IRIS-T air defense systems and associated missiles, Patriot air defense system missiles, and 120 IGLA man-portable air defense systems. Additionally, Germany will supply 66 mine-resistant ambush-protected (MRAP) vehicles, further kinetic energy-protected vehicles, and 38,000 rounds of Gepard anti-aircraft gun ammunition.

In collaboration with Denmark and Norway, Germany has also delivered three Zuzana 2 self-propelled howitzers. The aid extends to artillery munitions, comprising 27,000 rounds of 155mm shells and 1,000 rounds of 122mm shells. Drone support includes 70 Vector reconnaissance drones, 150 HF-1 armed drones, and 10 maritime drones.

Further aid includes engineering and recovery vehicles, surveillance radars, laser rangefinders, assault rifles, personal and tactical equipment, and ongoing medical support for wounded Ukrainian soldiers.

Funded through Germany’s security capacity-building initiative and sourced from its own stockpiles and defense industry contracts, this aid brings Germany’s total military assistance to Ukraine to approximately €28 billion since Russia’s full-scale invasion in 2022.

The Sumy region, recently struck by Russian missile attacks resulting in at least 35 civilian deaths, has been plunged into shock. Eyewitnesses described scenes of "horrific sights filled with screams and bodies," reinforcing public pressure on the German government to sustain its support for Ukraine.

Concurrently, discussions within Germany regarding the provision of long-range Taurus missiles to Ukraine have intensified. There are emerging signs of consensus within the conservative Christian Democratic Union/Christian Social Union (CDU/CSU) and the ruling Social Democratic Party (SPD) leadership.

Johann Wadephul, deputy chairman of the CDU/CSU parliamentary group, indicated on April 15th that the recent Russian missile attacks on Sumy, resulting in numerous civilian casualties, have increased the likelihood of a joint decision on Taurus missile provision.

With the CDU/CSU projected to win the upcoming federal election in February, Friedrich Merz, a leading candidate for Chancellor, has also expressed support for providing Taurus missiles in cooperation with allies. In contrast, current Chancellor Olaf Scholz has been hesitant, citing concerns about escalation.

The Taurus missile, with a range of up to 500km, would significantly enhance Ukraine’s long-range strike capabilities, complementing long-range weaponry already supplied by the United States, United Kingdom, and France. The international community is closely watching Germany’s final decision on this matter.
